I wouldn't say that adding chapter numbers would be a bad idea; rather, I think that it's simply much more advantageous to stick to volume numbers. The number of volumes is just more... "consistent" than the number of chapters, and is thus ...

I'm from the Philippines. Manga here is roughly the same price as a paperback novel, although we do have a bookstore chain that has ridiculously high prices. There is also a chain that sells older manga for very cheap but you really have to hunt for the titles ...
