Kimi wa Pet? (only one I can seriously think of) fits most of the requirements.

I think it's easier to find office/college romance in kdrama/jdrama than it is with manga...mostly because the translators don't pick a lot of them up or finish translating them.

It depends. Although I feel the story is the most important part, if the art is horrible, I can't even focus on the story. Of course i can bear some degree of bad art, but i would rather read a novel and let my imagination run instead of having to deal with art that s ...
