What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

After hunting for this alleged oneshot release, I've determined the release information is incorrect; shoujoroom only released a chinese raw scan, never an english translation of this manga.
