This is a very cute oneshot. The heroine is an idiot and completely clueless, but in a cute way. I was expecting the worst after PoshSam's comment, but I did not see her brag about her blonde hair very much, she's just a bit full of herself (like I said, she's a clueless idiot) and I didn't see Minami comment on her blue eyes anywhere (could have missed it though). Also about the story, no there isn't a lot of character development, but come on, it's a oneshot, you can't do that much in 40 pages. Though I must admit the ending was a bit rushed.

Overall I think this is a good oneshot, I've read MUCH worse. It has funny moments and the story is a cute romance with (positive) prejudice, expectations and the misunderstandings these lead to.

...but sadly, the story wasn't as good as it could've been. Short and kind of cute, but too short. There was no room to develop anything that could have set it apart from all the other similar stories out there. Golden Honey suffered from the bad pacing, too; because of the length, we hop from their initial meeting to a snippet of their friendship at school, right to the conclusion.

The characterisation was weak. Hime is the typical innocent girl and we're supposed to identify with her because she's suffering under the pressure of her "top idol" image, but she acted like a complete jerk when she was friends with Minami, so I'm not sure what he saw in her. She bossed him around, insulted him, and basically treated him like her slave. The ending and the sudden bursting into tears was confusing but kind of funny, because there's no way a real election for school president could've ran anything like it did.

Fans of the cute and fluffy in shoujo might still like this, because there's the usual "aww" moment at the end. Read it, forget it, and move onto something better.
