What about best looking collections of male characters? 
My opinions probably vary quite a bit from people who prefer girls drawn to appeal to male audiences.

If we're talking about a shounen/seinen standpoint, I think Shitsurakuen, Sekirei and generally KAWASHITA Mizuki's art style takes the cake for me.

It's all down to personal taste, really. For instance, I hate the girls in anything Akamatsu Ken creates, but I love the girls in Yoshizaki Mine's Keroro Gunsou.
