I'm looking for a character that has an artillery type power or magic (like able to annihilate a city or mountain) but no small scale use (as in useless in a one-on-one fight or close quarters)

Id seeing as Id fights one on one but makes it so destructive the entire area is blown away..

Well, rather than him being incapable of fighting on a small scale, it's more like the only opponents/attacks capable of engaging him in battle at all are so powerful that they cause a lot of collateral damage, lol... A "small scale" fight with Id wouldn't be a fight at all, it'd be like an ant kicking your toe.

I'd say Psyren is quite like that although it depends on whats deemed a small battle....

As I said above, Hayate from MSLN. Highest raw magical power out of anyone, but completely incapable of doing small-scale spells. Also explicitly stated (though not shown fully) that she'd lose a one-on-one fight against anyone that has some combat training, even the team summoner (without any summons).
Of course, you only really catch wind of it in the supplemental mangas, and you only semi-witness it in the Force manga.

Magical Girl Lyrical Nanoha Magical Girl Lyrical Nanoha A's <-- Hayate is introduced in this installment, but does not take part in the action until the very end. Magical Girl Lyrical Nanoha StrikerS
These are the 3 main anime series. The companion mangas are 'gaiden' type in-between and supplementary material, mostly going by the same names. Then there are the 2 direct manga sequels and the StrikerS Sound Stage X, a audio only story set before the sequel mangas.
The manga sequels are : Magical Girl Lyrical Nanoha ViVid and Magical Record Lyrical Nanoha Force.
It is worthy of note that each season and installment has a different feel and focus to each, with the first series basically having the first few eps going as a normal seeming mahou-shoujo show before it shifts to darker themes.

try Inhuman Strength category or Large Scale Battle/s category

Suerly the country is gonna bankrupt sooner or later. (BTW Noblesse is a good read. Probably one of the best series out there).

the last two posts misunderstood the topic, I'm looking for a character whose weakest attack causes massive destruction (e.g. uses power at it's weakest output to try to kill a fly and wipes out half the town), as such the character will lose horribly in hand to hand combat, the character avoids conflict as much as possible instead relying on guardian type characters to fight instead @aclgrafix Dragonball doesn't fit because on many occasions they beat weak enemies like with one slap @strixflash Noblesse doesn't fit because they could probably kill a civilian in the middle of a crowd without hurting anyone else
another way to look at the topic is a character who is normal in every aspect except for having a nuclear bomb like power or a completely uncontrollable strong power (e.g Carrot from Bakuretsu Hunters)

Louise without Saito is just a squishy wizard. Also look at the glass cannon trope. I say this with a loose idea of ZnT, however. I've read a few volumes and from what I remember, she actually did learn a few low-scale void spells, but I'm not sure... I only remember her using them on Saito, rather than an enemy...
I think Red King qualifies. I may seem like she doesn't, but that's only because she fights in a place where she doesn't have to worry about collateral damage. Sure, she can fire a single bullet, but a single bullet is pretty useless in Brain Burst, it seems. Besides that, if she can't fire that single bullet where she wants, it's pretty much the same thing as not being able to fire it at all, no? As they said in episode 11, at close quarters, she's nothing but a giant lump of iron.
Regardless, it's not what your looking for, so... ┐( ̄ー ̄)┌
