I sent some emails, but havent got an answer yet. But I found their presidents email so I sent one to him today. Hopefully somebody will answer...else ill just find some other company to harass XD

I hate it when they licence manga because then I wouldn't be able to read them online (most of them). I really have no patience to wait for the publishing company to translate the manga... sometimes it takes too long!!! Or they even stop publishing them. Did Chrono Crusade vol. 8 even come out yet?? I'm still looking for it.

A lot of titles get released slower online than they do their localizations.

Chrno Crusade has been available in the US for quite some time...You're going to have to wait if you want the scanlations though

it will be pretty damn hard for you to get an answer out of big companies like Tokyopop, VIZ, Dark Horse Comics or ADV Manga.

This is a educated guess but I I'm going to say $2000-10000 per volume for your average manga.

From a legal aspect (and I'm talking in very general terms), one would obtain a license (i.e, permission) to distribute the manga from whomever holds the copyright. The copyright holder could be the artist/author, the publishing company, or both. If I remember correctly, licensing usually involves paying a royalty rather than a fixed sum since it could be hard to guess how successful the manga would be in any given market but obtaining a license for a fixed sum is not unheard of... A licensing agreement can contain whatever terms the licensor and licensee think are fair (i.e., there are no set rules on how an agreement should be drafted BUT there are "standard" terms that one would find in most licensing agreements). I have no clue what the industry standard is for licensing fees/royalty but I'm sure there is some variance.
Speaking in practical terms (again, I'm talking very generally here and in no specific order), create your company (i.e., incorporate/register with the appropriate bureau by filing the appropriate paperwork... otherwise, no one's going to want to do business with a non-legit company), establish a financial source, and probably get an attorney (i.e., someone who can draft agreements/contracts for you and who can help you with starting up your business, filing paperwork, establishing other related business contacts for distribution/publication... etc.). You and the attorney would contact the appropriate publishing company to start negotiations re licensing/distribution and ultimately hammer out the details in a contract...
If your emails don't provide you with any answers, you could ask for an informational interview with an intellectual property attorney or law professor. Good luck. I too was thinking about starting up a similar company and maybe one day we'll be rivals?...

This would be a big risk to take because you can't be sure that an unknown manga can sell.
