I didn't follow your 'completed' or 'reading' list as I don't have so much time. Below some recommendations, I've red most of them, the few I didn't are on my reading or wish list. They are all action and drama, some serious stuff too. Few are lighter but still kicks in. Hope it is useful to someone. 
Hoshi no Samidare - it's so goddamn epic only Gainax is allowed to make anime out of it.
Kieli - quite emotional, lighter and generally nice
Liar Game - on my wish list
Monster - classic, criminal, a MUST READ. or watch, anime follows closely
Pluto - sci-fi, criminal, another classic
ES - I forgot this one already, but it wasn't that bad as I remember
Battle Royale - I recommend the live action, it's badass
Mirai Nikki - very, very good one. badass characters.
Doubt (TONOGAI Yoshiki) - now this one was surprising as hell
Black Lagoon - do I need to introduce this one?
Blood Alone - sweet, sweet vampire and her guard
Holyland - lead gets some chances to kick asses, literally
Kurosagi - on my wish list
Ann Cassandra - nice action comedy
Psyren - straight shonen
Tajuujinkaku Tantei Psycho - yet to read
Himitsu - I have yet to read this one
Superior - Fantasy, comedy, badass female lead.
Dragon Head - yet to read
Jack Frost - bloody action comedy
Kurozuka yet to read
Change 123 - female lead, somehow couldn't go through this one
Lost+Brain - yet to read
Manhole - quite good horror/action, I remember one scene till today (quite disturbing)
Alive - It was mentioned but it's good so I include it here.
Kiseijuu - the same as above
The Breaker - found moment ago
Bloody Monday - as above
Shin Angyo Onshi - manhwa, serious historical ass-kicking.

I second red eyes but not really any romance in there, seems there may be later in the story, but good action.

You can try Ubel Blatt but the last chapter i read was long ago and wuups it is on hiatus now and i don't think have any romance at all.
Zetman if you want romance, although i am so pissed off with his current girlfriend.
Hellsing another manga that i adore. Nope... no romance. There is master and servant relationships though.
In fact i don't think i can find any decent romance on violent seinen manga?
Azamaru? but the ending is kinda bleh.
But seriously if you have not read Until Death Do Us Part, read it! it is a must read for action lover. Not as violent as every seinen out there. But it definitely actions.
