It happens... but it doesn't turn green! It turns blond-er (or brighter). My friend's black hair got turned into light brown, and he never dyed it.
(and oops... when I said "makes sense" I meant it! I wasn't being sarcastic..)

Real world standards? erm...guys, it's green in the anime, it'll be green in real life. It's not like how Onizuka had black hair instead of blonde. That's just 'coz he'll probably look weird. I don't see how pale green could look like blonde or vice versa. They're two totally different hues.

Hair colour changes naturally as the pigmentation changes when the amounts of eumelanin and pheomelanin differ. Eumelanin is black and brown. Pheomelanin is red. Usually it gets darker. Malnutrition also causes hair to become lighter, thinner, and more brittle. As an example, my hair goes a bit bronze during the summer and turns darker at winter, sometimes I even have gray hair.

I voted yes, though I don't even know the character..
But after looking at the link that Skittles posted, it's definitely green.. Though I can see why someone could mistake it for yellowish green..

No way that this can be blonde. <_< It is #c0e796 aka PANTONE 373 C R: 192 G: 231 B: 150 The less B/blue, the yellower it is. Maximum intensity is 255 and this is 150. The line goes around 127.5 and even then the other colours need to be strong. If other colours are 255 and B is 150, then it can be counted blonde.
If we speak of oil palettes, then this palish green is mixed with around 3.5/7 yellow, 1.5/6 blue and 2/7 white. If there is even a bit of blue, it overcomes the yellow, turning it greenish, thus it won't reach blonde without 5$ bucket of yellow paint. The type of paint of course affects a lot. This formula work the best with acrylic paint.

It's clearly green to me. My brother and sister and mum are all blonde and that is no where near blonde unless she used a cheap dye and went swimming in cholrinated water (turns dyed blonde hair green)

I think it's green at first sight. Still green at second sight. And green again when I look at her the third time. It's pretty much green. Nowhere near to blond.

Definietly green...Unless you count her actual hair color, that is before whatever it is that changed it green happened (probably something to do with the geass) as seen in Code Geass Season 1 episode 11 after Lulu touched her while she was giving Suzaku some unpleasant images (after the attack on Todou's old group etc...), causing the chain rxn...here's a link to review that episode: http://randomc.animeblogger.net/2006/12/21/code-geass-11/ and here's a close up on the weird-haired C.C: http://randomc.animeblogger.net/image/CODE%20GEASS/COD E%20GEASS%20-%2011%20-%20Large%2028.jpg but even that seems rather orange/brunette-like though some could push the issue & say C.C is a dirty or strawberry blonde--but I would think a blonde would be more yellowish & C.C.'s other hair seems to be about the same shade as Nunually, which is a very light brown (unless that needs to be discussed?)...

Hmm.. seeing from that the color of her skin is pink in this picture I guess they put some sort of pink/red-ish filter on that scene/she's in a place with a strong pink/red-ish light, and thus I think her hair was already green at this point (since red and green makes brown)
Edit: looking further at the picture I see that other things like her suit and her teeth are not effected by the red.ish, thus maybe they removed some color in stead and it had that effect, or story-wise there is something affecting her body that makes it emit this red-ish color as a side effect (thus not affecting her clothes)
Note: I'm a complete amateur so none of this is based on anything but my imagination.. my only point is that I think her hair was already green at this point
