Depends, if someone is filling it and stops, half full. I drink half of it and stop, half empty. ^_^
Also, my glasses are very rarely at halfway, if there is water in my glass, it is only there until I have a free second to drink it all down. I tend to drink enough water that my table gets a pitcher of it at restaurants, and at hom eI tend to drink 3-4 gallons of water a day. Hmmm, water. <runs off to get another glass>

If it was drank down to that point; glass = half empty
If it was poured up to that point; glass = half full

If I see a glass at half I would just say 50% capacity, just to throw off those who would ask this age old question.

very true the glass contains 50% water, ~40% nitrogen, ~20% oxygen, ~1% co2, ~0.3% noble gas like helium and argon; that composition is by volume.
by mass it's ~90% water

half empty... does that make me a pessismist?
i automatically assume that if you were to fill up a glass, then fill it right the way up. why would you do things half way? thus, the thought of it being half full rarely occurs to me.
