I'm surprised that so many people like tohru alot of people don't! but I'm glad I think shes a good role model and overall nice and likable character!

i really like kiri though.
she sometimes reminds me of myself.

i like nobara from CH too. yuri from red river
was okay but sometimes i wanted to just shut her up.
i like the main girl from Glass Mask. she had such

Kozuki Tsukasa - Tokyo Crazy Paradise (can't get enough of her)
Makino Tsukushi - Hana Yori Dango (best personality there is)
Yuri - Red River (very brave i love her)
Yuki Cross - Vampire Knight (Really cute with a sword Vampire)
Sunako - [m]Wall Flower[/m] (Crazy Cutie Chick)
Kyoko - Skip Beat (LOL)
Hanabi Oozora -H3 School (love her!)
Yukino Miyazawa - Kare Kano (genius)
Machika Balfaltin - Immortal Rain (kick ass Reaper lol)
Ishtar - Vampire Game (Bossy Princess)
Miriam - Miriam (Girl from the west with a gun and likes older guys)
I have more then one best in different areas of best.

i really like strong and funny characters; for me the best are Tsukushi Makino (Hanayori), Kyoko ( Skip Beat) and I recently started to like Chae Gyeong Shin (Goong) and Sawako ( kimi ni todoke). Haruna from Koukou Debut is great too.

Best shoujo heroines ever for me are:
Tohru (Fruits Basket) - you just really gotta love this girl, she always tries her best no matter what
Haruhi (Ouran High) - because she's so much different from your average shoujo heroine
Shirayuki (Akagami no Shirayuki-hime) - not your average damsel in distress, she doesn't have to wait for the prince to save her, she can escape herself 
Sakura (Cardcaptor Sakura) - because she's really cute  and has a sweet personality
Kobato (Kobato) - ditto
Yuuki (Vampire Knight) - aww, such a self-sacrificing character... do your best, Yuuki!

The more I read, the fewer "new" girls I had.
First off, I have to go with popular opinion and say Kyoko from Skip Beat. What's not to love?
Most of the rest have also already been mentioned (Yuri from Anatolia Story, Tohru from Fruits Basket, Maya from Glass Mask...). Only one off the top of my head that I can think of would be Sachie from Arakure. There's another heroine that knows how to take care of herself...kind of...
Oh, and Takiko from Fushigi Yuugi Genbu Kaiden.
There are a few others who show potential, but I'll wait to see how (or if) they develope.

Mi-Hyang from Dear Waltz.....just came across this manga recently, she might be one of my favorites...i've yet to see her come close to crying + she's not the slightest bit annoying, big points in my book

But MIYAZAWA YUKINO is GOD, and thus towers far above them all.

Sunako from Perfect Girl evolution or Kiri-chan from Beauty Pop
I love those mangas really much because the heroines creates the story i mean, if they weren't there the manga would be so not intresting or popular even thought the artwork is nice...I mean perfect girl evolution is the only manga by that mangaka that i know of.

what about yankumi from gokusen? or is that not shoujo? well she's sill cool
and kaichou misake from kaichou wa maid-sama! she is awesome!
and of course:
tsukasa- tokyo crazy paradise
kiri- skip beat
maria- akuma to love song
shirayuki- akagami no shiraykihime
and sachie from arakure as well- in fact the plots are all really good as well
