I think that's largely a side effect of shounen's popularity. More shounen gets translated so more fans develop a taste for more diverse art styles in shounen so more diverse series get translated so.... You get the idea. Shoujo art does vary a lot if you look at all series published in Japanese, but only a couple of sub-genres are popular in the US and a lot of other places outside of Japan, so it tends to seem more uniform to us. Also, these days, it's pretty common for girls to read shounen and for female artists to draw it, so women who like a more "shounen" style, tend to gravitate to those magazines instead of making shoujo magazines more shounen in style.
As for the cup size thing, a Japanese "D" could be anywhere between a small B and a C in US sizing. The translation was probably quite direct and literal, but unfortunately, that's kind of misleading unless you know a lot about Japanese lingerie.
Ladies' comics (i.e. porn for adult women) often feature bigger breasts, but you can also see the women's breasts because they'll often be wearing sexy eveningwear or lingerie or nothing at all. Like someone else said, skinny teenage girls wearing the style of school uniform that shows up a lot in shoujo would--in real life--appear to have completely flat chests. The only reason people think otherwise is that the same type of uniform tends to be drawn in a wildly unrealistic way for fetish value. (If you look at the naughty costume versions of the same thing, you'll find they're made out of much thinner material and totally the wrong type of fiber to give a more form-fitting look.) If you can find a scene of a standard shoujo heroine in her underwear or a sundress or something, she'll have boobs, even in those series where everyone looks flat as a board most of the time.
