Chobits as a manga is more complex than boy meets girl, but she's a robot. If it was shoujo, they would fall in love and live happily ever after. If it was shounen, they would still fall in love and live happily ever after. The fact that the cute robot girls are not capable of reciprocating such feelings and lead to emotional consequences for their owners might be why Chobits didn't get published in the magazines of the less mature manga.
I think it was fit as Seinen, plus if it wasn't, I would have never read it. Josei manga is a little bit different from the category Chobits is in imo. Yea, I don't agree that it should be a Shoujo or Shounen, because the whole complicated thing is really difficult for a younger person to understand fully.
When I first read it, maybe like 6 or something years ago, I was like all confused because of the whole robot+man+love concept thing, and didn't enjoy it at all. I read it again less than a year ago, and I gotta admit, it was a pretty interesting manga, and it goes a little bit deep into stuff, especially touching on some issues of morality, with a interesting perspective on love and everything, so it definitely fits seinen to me.
