I am looking for an interracial or interethnic romance, with a few restrictions:
-- No people from different planets or fantasy lands.
-- No princes or kings.
-- Mixed race characters are okay, but too often bishies attribute their ethereal looks to some European princess who was their great-grandmother, and that has always seemed ridiculous, so nothing frivolous like that, please.
A+ examples:
Eikaiwa School Wars
Haou Airen (sucky in many respects but still the only Chinese-Japanese shoujo romance I've read)
Home
Shipwrecked
That Summer
Not totally interracial, but acceptable:
Anastasia Club (Japanese + part-Russian?)
H2O (Korean + half-Japanese)
Hachimitsu no Hana (Japanese + part-English)
I'm Aware of Love at Night (French + part-Chinese)
Ouran High School Host Club (Japanese + half-French)
Not really romance, but still acceptable:
Antique Bakery
Historie
Monster
Not what I'm looking for (too much exotic royalty):
100% Perfect Girl
First Girl
Private Prince
Red River
The Prince's Cactus
Those are all I could think of, so thanks for your help coming up any others!

I know that Saito Chiho tends to like this theme, but I know that some of them definitely rely on the royalty/nobility tack. I'm sorry to say that I don't know which ones do and which ones don't, and I apologize for that.
For something a bit more reliable, Anonymous has a couple of these - one Russian+Japanese and one half-German+Japanese, I think?
I'm guessing that you're at least somewhat open to BL, given the Yoshinaga Fumi on your list, so I'll toss out a few. (And if you're not, ignore this paragraph.) The first story of Dear My Mister kind of twists this theme and has a... uh... half-English(?), half-Japanese who's lived his entire life in Japan and a full-blooded Japanese who's spent most of his life in America? Something like that. You might also want to check out Maiden Rose, which is technically 'fantasy lands' in that there are no real places with those names, but it does very little to hide what the countries involved are supposed to be.

Hanasakeru Seishounen - another Chinese-Japanese romance shoujo
Meine Liebe - the heroine doesn't end up with the Japanese guy
Ai Yori Aoshi - I don't think the guy ends up with the American girl
Ikoku Irokoi Romantan - I am sure you know this one
Orpheus no Mado - German-Russian romance. It's painfully melodramatic, I have to warn you. And it's probably not actively scanlated.
Banana Fish - shounen-ai with an American guy and a Japanese guy
Gosick - Japanese guy x girl of a fictional European country (not fantasy land, I think, since the setting is realistic)
Kaguya Hime - Japanese heroine and an American (I think) guy
0 no Soukoushi - It's not really romance. The girl is French and the hero's cousin. But they are not blood-related.
Model - Korean girl and European guy

Ikoku Meiro no Croisée French guy, Japanese girl
Beauty is the Beast... the guy is part Mexican and grew up there, from what I recall. Girl is Japanese.

Don't know for the manga but in the anime and the novel of Ginban Kaleidoscope he's Canadian and she's Japanese. He's a ghost though, but I'm suggesting it anyway. The anime is great.

Shiwhamong: Korean+Japanese, also potential Korean+American pairing
Qi Dan Qu: Different tribes/ethnic groups.
As for the status, the main story is completed but not the side stories.
