Everything by Urasawa Naoki of course. Especially Pluto.
And I don't know, it depends on which aspects of Monster you want to find in these other titles, I'm gonna go with ES if I have to say one which seems objectively similar to me.
Other stuff that reminded me of Monster could be Gunslinger Girl and Elfen Lied but I can't explain why very well.
