IMO, it really depends on the person and how hygienic they are. And "objectively" both have their advantages/disadvantages. Like, a penis is easier to reach, duh. >.> But a vagina cleans itself (no, ladies?). So that evens each other out. o.o There's the whole menstruation thing going on, and some guys don't wipe themselves after peeing. D:

With all the perfumed hygine products like pads, tampons and whatnot.
Some women get allergic to that stuff. Some just leave it for too long.
There's also the soap thing... You aren't supposed to rub yourself with soap down there, ladies.

Parents who don't want to show their boys how to wash it in detail go for circumcision (and later say it's for general hygiene).
