How about Beauty Pop? Kiri is more or less a quiet character and normally has a look on her face.

Well, I don't read much Shoujo, but I have a couple of shounen for you.
Koi Neko the main love interest rarely smiles, and seems fairly soft-spoken.
Mysterious Girlfriend X the main love interest rarely smiles, and talks only a few times per chapter.
Both are very good in my opinion. I will write again if I can think of anything else.

Yeah, Beauty Pop was the first thing to come to mind...
Akuma to Love Song - the female protagonist isn't all that quiet but she always has a face
Karakuri Odette - awkward and a bit quiet, has the face, being a robot and all
Cat Street - male romantic interest is silent/stoic computer geek type

For some reason i get tee feeling none of these are what you are looking for but....
Emma, the main character is quite reserved, and the story is very bittersweet.
Getting away from the romances we have Claymore, Clare is a very emotionally void main character, though this is primarily an action manga.
Hmm, Rei Ayanami from Evangelion is the archetype of quite, emotionless girls. Not exactly the main character though.
And for some reason I keep thinking you should read Saishuu Heiki Kanojo, though the main character is just shy, occasionally picked on, and often quite emotional, not quite/emotionless "cool" kind of character.

None of these are really as good an example as Mori or Ryu though... I realise you wanted more of a main character, but Hatori and Haru (when he's in 'white mode') from Fruits Basket are perfect examples! They're side characters though

You gotta give her credit for trying. How about Kimi ni Todoke? Sawako doesn't really talk that much at first and well her smile is rare or turns out really creepy looking.

I don't get why that manga/anime is so popular... it's like the common denominator of high school shoujo. Utterly cliche and boring, with a female protagonist that is supposed to be scary but rarely looks anything but cute and innocent. Take out all the blushing and awkward pauses and you have a manga of half the length.
