I am the leader of Sugooi Scans and I would like to know if scanlators are obligated to offer a download link like mangahelpers.com. I know that I've been linking DLs to the forum page and then slowly including the download page. Is this okay to do? Please send me a PM about the rules regarding this. Thanks for your time.
