What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')
Minor speech pattern differences (e.g., dropping the 'g' in '-ing' words)
No difference in translation but have a translation note

it's most likely just fan art. "death by beauty" is the text on the wallpaper. here is a larger version

my first guess was noir but the blond girl there looks different and doesn't have a hair clip

just saw that StarlightDreams has it as her avatar and signature, could ask her if she knows where it's from

Its not a Gunslinger Girl,all protagonist are all little girls..biggrin and Noir ? I think is not...biggrin

Ok... that wallpaper was uploaded on hongfire on June 4, 2008. So I went to anidb and searched for all anime that started airing between 2000-2008 that had the tag "girls with guns." This is my result:
