MATSUMOTO Tomo - her mangas are short but awesome, there's a uniqueness to her humor and characters
SAHARA Mizu - she's got my all-time favorite manga: Watashitachi no Shiawase na Jikan, and her other works are worth checking out as well
SHIMOTSUKI Kayoko - great at doing short mystery/suspense/romance mangas
TSUBAKI Izumi - she's only done two long works (one's still WIP), but her mangas (Oresama Teacher and Oyayubi Kara Romance) never fail to crack me up
GEORGE Asakura - don't let the name fool you - Asakura sensei's got a distinctive style and great storylines in the josei/shoujo genre
TAMURA Yumi - romance is not always the main focus of her works but they are a fundamental part of some of her most epic work (and yes, they are epic)
SUZUKI Julietta - a blend of romance and comedy and the supernatural (always some supernatural stuff, if not sci-fi, as a major premise of the storyline). Her manga are a light, fun read. So don't expect any serious/depressing romances.
IKUEMI Ryou - probably not a part of mainstream romance, but for the josei genre there is usually something unique about her work (alien body swap, mangakas, etc.). they're short and usually quite serious (and does get depressing sometimes), but they are very enjoyable.
RYAN - a Taiwanese mangaka with some fairly lengthy works under her belt. all of her works are romance and her two most noticeable ones deal with the entertainment industry
YAMADA Nanpei - mangaka of Koucha Ouji, Sorairo Kaigan, and other great shoujo/romance works that I absolutely adore
FUJIWARA Akira - she does something different every time (blogs, the science behind finances, and so on). Her romance works tend to be a bit on the mature side, though.
TSUKUBA Sakura - shoujo/romance works with a bit of supernatural (seeing the future, reindeers, seeing talent, etc.). Good romance for light reading.

I'd like to contribute IKEYAMADA Go - her art is adorable and the story plots of her manga also kept me delighted. :3

No love for HIKAWA Kyouko?

She is perhaps my favorite shoujo mangaka.

I'll second SUZUKI Julietta.

I cannot believe no one said ''Aya Nakahara'' - mangaka of Lovely Complex, her romance is sweet and real and of course she's hilarious.

Yuki Kaori biggrin though her works are not suitable to be read just as romance stories
