I'm looking for shounen/seinen manga that have
-A lot of action and comedy
-An INSANE antagonist, a real maniac, is cruel to the very core of his heart
-Can be serious
-Adds tension and suspense
-Is serialized in America.
-Good art
The manga itself only needs one of these (except the serialized, needs to be paired up with something)
Examples
Beelzebub - Action, comedy
Gintama - Action, Comedy, Suspense, Tension, Serious, Serialized, antaganist
Nyankoi - Comedy
Wakusei no Samidare - Action, comedy, serious, tension, suspense
(These all have good art) I'll love you if you suggest a manga

Monster - Very serious and suspensful, has a cruel antagonist, and plenty of mystery and tension. To make things even better, it's serialization in English has been completed by Viz Media. Believe me, this is one manga you must have in your collection.
Berserk and Vagabond -I haven't read either, but I know they're very tension-filled, serious seinen with plenty of action. Again, though, no comedy. Both licensced.
Get Backers - Lots of comedy and action, but it's a bit ecchi-ish, so you may not like it. Tokyopop is doing this one.
Full Metal Alchemist
Threads of Time
Trinity Blood? The novel is put down as seinen, but the manga is supposed to be shoujo. They're both licensced, though.
Switch might be good, but even though it's shounen (and completely published in English) it's more female-oriented, so you might want to read a bit of it online and see.
I'm sure you've already read One Piece; if not, how about giving it a go?

Not sure if you'll like the art since it's not shounen, but Bakune young perfectly describes what your looking for, but be warned, it's probably not something shounen fans would enjoy.
