Howdy
I'm looking for titles in which very apathetic characters do nothing in particular, and it all plays out in a slightly poetic way. In that SoL fashion we all adore.
Characters that are more jaded than carefree,
but still without a care in the world.
Smoking cigs, starting drinking early, etc. watching the moon rise and smelling the city air.
Most importantly, I'd prefer low amounts of drama. High amounts of Apathy, character development
Seems like a high order, but if anything comes vaguely close or if there's something irrelevant but generally recommendable let me know

I haven't read it but Orange (BENJAMIN) does sound like your description. Though the manga's page says it isn't published...

Solanin is like this, although something dramatic happens toward the end.

Yokohama Kaidashi Kikou is a stretch, but not exactly unsuited to your needs.
Kabu no Isaki
Little Forest
Sora no Shita Yane no Naka - Though enough hasn't being scanlated to get a really good estimate.
Aruku Hito
Mushishi isn't really like that, but Ginko (the main character) has such a laid-back (and simultaneously serious) attitude towards life (he smokes too lol) that you might want to try it out. The manga is very poetic and artful; I highly recommend it!

I get the feeling you might like Saint Oniisan.
I havent read in it too far as of yet, so I'm not too sure about the character development, but its slice of life with really low amount of drama.
Sometimes it's plain funny, sometimes it makes you start to think about things like the insignificance of religion in everyday life nowadays and stuff...

I second Yokohama Kaidashi Kikou. It was the first thing that came to mind after reading that opening post, and it's a fantastic series.
