It's a metaphor that the author uses to show that she's crazy... it's similar to the idea that birds circle someone's head when they have been stunned. There aren't actual birds flying around the character's head, but it's a trope that cartoonists use to indicate that something (stunned) happened. You should have noticed that the author likes to do this with ALL of his normal human villains, such as the stylist (scissors on his face) and the American (snobbish... represented by the larger than normal nose).
