Images are copyrights of their owners, so unless the owners say its fine for people to scanlate their work, it's illegal.
Of course, whether or not these companies/people care is a whole other issue.

In general, if licensed in your country, yes. Uploading raw scans... yes. Illegal to upload raws, but rest is okay if not licensed.

I believe we have already discussed this. Scanlations are illegal, even if you think they shouldn't be. Even if the manga isn't licensed in your country, the raws are illegally photocopied in the manga's originating country.

It's not up to use to consider them legal or not anyways...and like everyone else said, there's another thread for this (no clue where it is though, but I know it exists)
