Steel Rose - If you don't the heroine being rough/violent. The guy is bit more on the overly affectionate than clingy.

I would also say Kubera as well, but with both Kubera and Tower of God it not done as cute. Rather, its the characters motivation. They are also Shounen and more focused on action. However, I will tell you that the developments with the "clingy male" are what I look forward to the most in those stories (they are both VERY well done).
By the way, in case its important to you, Tower of God is shown from the "clingy male's" point of view and Kubera is a female lead with a "clingy male" in her group.

You might like Saver. Its one of my all time favorites. The scans for the first couple of chapters are not the best, but they get much better.

OH MY GOSH, read Abide in the Wind. The male lead is SUPER FREAKING CUTE, It doesn't really focus much on the romance yet cause it's more adventure fantasy, but it's definitely there. And he is definitely clingy, he follows her everywhere and she doesn't even realizes he likes her~~

Sensei Lock On! has your adorable clingy guy. There is a few more I would recommend, but I forgot them sorry XD
Edit: I remember some:
•Sensei, Suki- the last story has a puppy-type of guy and an older female lead
•Stroke Material- has a former player falling for a cold girl. Hilarity ensures
•Koi o Suru made Kisanai- not completely scanlated though
•My Hero!- a rare, highly recommended manga

yeah i have read/am reading all those... i pretty much have already gone through the tags. big yandere/possessive lover/etc fan here (why i don't know someone pls explain). also i read tons of korean webtoons both Naver and Daum so yeah.
i just know there's lots of manga that dont get tagged with those sorts of things so i always wonder what i am missing (like shounen sometimes have these kinds of characters i.e. noragami but it doesn't get tagged as such)
sensei lock on is one of my current favs. anything scanlated by ciel scans is gold. more like SLO would be great >///<
