not really it just has a bunch of characters from clamp which made chobits more of an alternate to card captor sakura with the same 2 main characters and also is a parellell story to xxxholic

It just means Chii appears in Chobits which is like an alternate universe to TRC. She has the same appearance but different personality traits.

tsubasa is a crossover of many CLAMP works. It may have an own story, but many characters where used in other works. Like Shaoran and Sakura are from Cardcaptor Sakura, a character baes on Chii from Chobits makes her appearence in Tsubasa
