It says "9 volumes (ongoing)" because the last volume (number 10) will be published in March. But it's definitely been completely scanlated, I think the scanlators were using magazine scans.

Edit: also, I second Bride of the Water God, Ciel, and Will O' Wisp. Also how about Sakurahime Kaden as well.

Arata Kangatari (Technically a shonen, but I'm really liking it and I'm almost exclusively shojo)
Apothecarius Argentum (cute, but since it was licensed by CMX you'll have to hunt to find the end ><)
Two Flower for the Dragon (same as Apothecarius, but both are good and worth the read!)
Stepping on Roses (Hadashi de Bara wo Fume) is good too
