Short means anywhere from 1 volume to 4-5.
Dark means there is something edgy, something twisted, though it doesn't have to be a tragedy, but it shouldn't be all sunny and humorous.
Complete: finished and 100% scanlated, nothing ongoing, dropped, on hiatus, etc.
Shoujo: well, it can be shounen, too, if there is some romance in it.
Fantasy or supernatural: anything goes, it just shouldn't be pure school romance, sports, or slice of life.

Something like Bloodhound (I adore Yuki Kaori's work, she is the ultimate shoujo mangaka for me), or Tenshi no Hitsugi, or a shorter Kyuuketsu Yuugi (Vampire Game).

Try reading Kayono's smutty fantasy themed mangas. Aside from the mangaka plagiarizing other people's works, they're quite good for light fantasy reading

Try Dark Eyes. The title matches what you're looking for, ahaha. Sorry. This is a oneshot, so it might be even shorter than what you're looking for, but it's a very nice succinct story with a dark ambience to it.
