What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

Izumo no Ryuu (http://www.iryuu.net) is looking for a Japanese translator for Rabuyan, a rather oddball manga about an angel of love and a pedophile.
