I saw the anime on a badly made video tape a couple years ago.The anime had a guy who had a bike and in the scene I remember, he was racing a car on a road and going really fast.I think he even won and he wore a hat(I think).It was a 90's anime if that helps.

I think It is Golden Boy... I thought that did happen in the anime. Might have happened in the manga but I read the earlier arcs so very long ago that I've forgotten.
