I mean, she had him after his break up with Yuki...then goes and treats him like that to push him away and make him distrust her again...and even basically sets him up with a new girl. I think she's just a kinky girl that just likes to peep and doesn't really have any feelings for him.

I could have sworn he told her he was starting to like her. Regardless, her overall actions aren't those of one in love...she's just a girl with a peeping fetish and Kidou is her subject of interest in that. She claims she loves him, but then turns him away and would rather watch him do other girls/have other girlfriends than snatching him up, herself.. That's not love, just obsession and fetish.

Emiru doesn't really seem to want him..she just enjoys peeping on him.

It has always been the question of whether the protagonist will or wouldn't reciprocate to those feeling. I thought it was the most epic "anti-rebound" troll ever (in chap 47). Emiru is just too awesome.
