i cant belive that he is a terrorist i think there must be a resonable explanation
like when the 2nd season started and the father was gone badass...

Have to wait for more chapters before I can come up with a good theory. A thought though, Hibiki is back....Something grand must had happened, probably a long flashback will follow soon enough.

he found out Otoya's dad was behind the kidnapping of Hibiki and the last terrorist attack and is now going after him. He's not actually a terrorist.
