My experience in this genre is limited, but I can suggest Byousoku 5 Centimeter. Not a tragedy, but sad nonetheless.

I am a huge fan of short, punchy, tragic stuff, so I have a lot of recommendations. A quick warning, though—I was either saddened or shed a few tears for most of these, but I also read some of them a little while ago. However, I can safely say that most of them are quite excellent and probably withstood the test of time.
You might enjoy Watashitachi no Shiawase na Jikan - It's rather touching.
Shokugyou Tenshi - A collection of oneshots that all really pulled at my heartstrings.
Knife - By an excellent mangaka; her debut works. These might not make you cry, but they still leave you with a terribly sad feeling.
Hotarubi no Mori E - Title oneshot. You can safely assume that you'll be deeply touched by anything this wonderfully insightful lady writes, but the title oneshot in this collection is absolutely heartbreaking and beautiful. Highly recommended.
This might not necessarily fit, but the episodic structure of the series makes it so that you can digest little chunks of it at a time. The Embalmer can really be a tearjerker.

Caaauutiously, Love Story, Killed - it fits your requirements, but any romance is of the distorted-disturbing type rather than the 'touching' type.
Outside of one-shots, Ai-Ren is pretty short.
