I want to read a manga where the main female protagonist falls in love with an evil organization's top enforcer of the rules or with the guy who carries out all of the toughest jobs for the organization. I'd prefer shounen, but it's okay if it isn't.

This idea is really interesting, but I can't come up with anything! Have you tried skimming through villain protagonist categories? It might come up with some results, but it also might be like finding a needle in a haystack, haha. Some close ones could be

Eclipse Hunter (Novel), though it's a little bit of a stretch. See, It's really good.
Haou Airen I've never read, but it sounds close. Though, it's clearly not shounen....
Hajimete no Aku is, likewise, one I haven't read very much of, but it may work.

Edit: Ooookay, just looked at Haou Airen... I guess it works, but it kind of sucks. Sorry... What about romances with yakuza or mafia men, too?
