I'm currently working on a group project, and it's over Berlin in 1860~1875. I'm looking up population, and I'm confused about what the units are on this site->

So, for Berlin (listed under Prussian provinces), what units are the .6 and .8 in? Per ten thousand? Per thousand? >_> Or are those numbers not even talking about population.............. o.o
THIRD EDIT: Actually, I still don't know. Because it wouldn't make sense if, saying that it's in per thousand, that there would be 600 people and then 800 people in 1864 and 1871. ;____;
