I'm looking for a school story manga that is best in these genres .-romance(duh),action,drama...it can be a tragedy or a happy story.It can be any of these categories :shoujo/josei/shounen/seinen

Well, just say for what specific factor you are looking for, like: -Mature drama -School story -shoujo/josei/shounen/seinen -happy story/sad storry ect.
Btw. I think such thing as "best romance manga ever" don't even exist, it's matter of personal likes/dislikes. I hope I've helped: D

hm this is a bit unfair... Theoreticallly you could only take completed ones, because you don't know how something will turn out in the future... Still some of the ongoing ones are truly magnificent, so it's kind of a hard question, so I can only give a few, fitting certain interests... (and of course only from my own knowledge and opinion) (realistic/unusual/fantasy/family/drama)
Completed:
Can't comment on extremely good, realistic, completed romances.
Melo Holic In my opinion the best new romance that is completed. It has a tragic touch, but keeps being amsuing the whole time. I also believe, that this is currently the best romance web-comic. It is especially recommeded for those without much experience in love and such, because it beautifully shows bad and good points of a relationship, and sucks you in emotionally. The small supernatural part and the thriller theme makes it quite interesting.
Hana to Akuma This is probably the best shoujo/josei romance manga based on fantasy that is out there. It touches emotionally when it needs to, and shows the growth of a girl struggling with being together with someone whose lifespan outnumbers hers by far. Still it keeps being amusing, interesting, and the flower theme is really well thought through.
I can't comment on family romance mangas.
I won't comment on drama or tragedy romances, because there really are many, just grabbing a few would be unfair and opinions diverge on these topics.
Ongoing: Kimi ni Todoke Well let's face it, the shoujo and josei genres got most the best romances out there, still shoujos are often criticized due to "shoujp cliches", still they work. And This manga really combines all strong points of these cliches into a fluffy, partially dramatic, and fun manga. The side characters are sweet, and have different personalities each, instead of being the typical support characters or rivals. Truly a tiny jewel out of a big jewel box of romances.
Dengeki Daisy Take away side characters, and insert an actually interesting story and you have this one. It trades a moderate amount of fluffyness for comedy, what makes it a very captivating manga, and the plot still mangaes to be maly influenced by the romance of the main characters. There aren't much secrets the reader doens't know, but this just makes it more important to see through the character's eyes. And this whole process is supported well.
In my opinion there are two big players in the fantasy romance battle for the best: Spice and Wolf and Akagami no Shirayukihime. Both feature an astounding art, as well as an authentic setting, interesting plots and beautifully made characters. Though the romance is more present in the latter, Spice and Wolf gives another feeling of romance then usual. In exchange the other one truly gives off a fairy tale feeling.
for the rest it's the same as above.
edit: excluding shoujo and asking for the best is a bit contradictional, because most shoujos are romance...

Took a quick glance over your reading and complete lists and I here are some I believe you might enjoy. They're most likely not the best ever per se, but they're things I think you might like:
Melo Holic - Very good, but it's a webcomic. If you don't mind that, then just go read it and try as hard as possible not to read spoilers. Totally ruins the fun. Densha Otoko - Short (3 volumes) sweet funny story with a great pace. Every chapter has lots of developments and even though it's a romance it keeps you on edge with its energy. Saishuu Heiki Kanojo - Has a heavy tragic and dramatic feel to it. I didn't like it a lot but it was a pleasant acceptable read and there are loads of people who really love it so... Bitter Virgin - Mostly drama here, but it has its fair amount of romance and it's a pretty nice story if I recall correctly. Hetakoi - Maybe for a more mature audience. It's not borderline-h but has nudity. Still a great romance (if you like seo kouji's work, maybe you'll like this too it has some similarities)
Below the quality of the aforementioned, but still deserving a certain spot in my heart: Kimikiss - Various Heroines - Extremely simple, sweet and heart-warming. I was continuously smiling like a dumbass while reading. Good if you really like shounen romance. LovePlus: Rinko Days - A Seo Kouji work. Way shorter than his other pieces, so there aren't as many misunderstandings and relationships but it's still a very pleasant read. Byousoku 5 Centimeter - An interesting take on romance. Good stuff as well.
Special Suggestions (things that are good in a weird/different way): Miman Renai - So adorably innocent and creepy at the same way. Never has romance been taken to this level of ambiguity... Koharu no Hibi - hehe ... Guess I have a thing for cute stalkers...

I'm not gonna say anything but please, watch Byousoku 5 Centimeter instead/first. It's based not on some anime, but an actual movie.

It doesn't get much attention but video girl ai was amusing and extremely sweet for the first arc.... then it gets a little annoying but finally gets back to utter sweetness . There is also another one I can't remember but it was insanely sweet... unfortunately the manga didn't cover much so you had to watch the anime for the rest... it was Hanbun no Tsuki ga Noboru Sora(also I think I was wrong about the manga as its completely scanned now, I can only fully vouche for the anime but I don't see how they could event start to screw it up) And other than that observe this | | V(guess ill be nice and link them x.x, I rec and/or second the following) no bra, shinigami trilogy, threads of time(its f'ed up and violent, but rly romantic later), kindan no koi de ikou, usagi drop
Oh and I gotta add tokyo crazy paradise... they concentrate more on violence and comedy than romance.... but I still consider it to have its own special charm in that area, worth a read.
