I've seen plenty of topics about "misunderstood evil" or "evil but does good", but what I'm looking for is a main lead that is a straight up evil person or hedonist, where the only thing that drives him is his refusal to be outdone by any other evil in this world or possible self pleasure. Overall, a guy who is truly evil and wants to continue to be the most evil guy possible. I preferably want it to be shounen or seinen and have good art.

Lost+Brain, The guy just want the world to be how he likes it, because he is bored of the word, and care little to none what other people might think about it.
Also, thanks you dirtloot, Junk seems interesting i going to read it too.

well Litchi Hikari Club and it's sequel definitely fit the description
but I dont think that lost+brain fits because the protagonist is convinced that he is doing something good for humanity. Even if his way of doing so is a bit odd
some that might fit are:
-kami no kodomo the tag says josei but he is the most evil person I could think of. He clearly knows that he is evil and he does whatever it takes to make himself happy
-blue heaven evil guy who murders people for no reason at all
-burning hell 2 sociopaths trying to kill each other, but unfortunately discontinued

Blue Heaven - Seconded! The secondary main character is a mass murderer. Nothing good about him.
Ichi the Killer - About extremely unsavory people in the criminal underworld. Main character is an extremely unpleasant psychopath.
God's Child - About a deranged psychopath. Nothing redeeming about this guy. He's a serial killer. Warning: disturbing!
Jormungand/Black Lagoon - First is about an arms dealer, second is about a group of modern-day pirates. Both groups do some not so great things, and are various shades of grey.

The Devil King is Bored. However it's not serious and more of a gag series. But he sure is evil and he doesn't want to be outdone. xD
