What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')
Minor speech pattern differences (e.g., dropping the 'g' in '-ing' words)

I looked through the manga that are published in that magazine and I believe it's this one: Tales of Destiny: Director's Cut - Hakanakikoku no Rion. Never read it though, so I'm not sure.

Actually, now that I've looked at the picture again, this is it. He has the same sword and cape.
