This "stealing" bankai thing is weird, but some of the captains shouldn't be affected too much:
Genryuusai doesn't have/use bankai, has strong kido
Soi Fon doesn't use her bankai often and has Hanki
Rose - unknown bankai
Shinji - unknown bankai
Byakuya has strong kido
Kenpachi not affected
Ukitake - unknown bankai

Weird...... so far bankai was only a last resort, and suddenly they are useless without it, I know the enemy is strong but still, soi fon for example only used bankai against the arrancar when nothing else worked, and didn't have a choice (since she doesn't like her bankai) but now she went directly bankai.
another thing, Ichigo may or may not have hollow power, but what about the vaizard guys, do they still have their hollow power, or am I missing something

... It's been so long I can't remember clearly. Going out on a limb here, but I think they should all still have their hollow powers. Please correct me if I'm mistaken.

They should but that might be just as useless as well though considering how easily all the Arrancar got defeated by those "Quincy's". I could be wrong on that theory though since Ichigo was doing a heck of a good job fighting the one he saw in Hueco Mundo.

Now more than ever we'll have to see Isshin and Ishida's Dad make a bigger entrance. And maybe Unagiya that one lady is not exactly just a human I think. Also will Tatsuki, Asago, and Mizuiro, hopefully have more of a roll soon? Maybe similar to Chad and Orihime?

i want to know how much bloodshed there will be before a temporary ceasefire is called. i hope the captains and vice captain kick some butt at least because there's nothing i dislike more than pathetic fighters. i mean, c'mon, you guys are the gotei 13! don't put all your eggs into one basket! (i.e your bankais!) but now i can't wait for the next chapter

This chapter could have been used to advance the story or do something cool. Instead it just extends what we found out midway through last weeks chapter.

When Byakuya yelled at Renji "Stop!" I thought that maybe Byakuya will be one of the casualties.
And it seems Kyoraku lost an eye?
I am still waiting for Ishida to make his grand entrance (since I'm fairly possitive that he knows that the Quincies are the ones that are attacking, seeing his hesitation when he told Ichigo that this time he couldn't go help him, I think it's because he doesn't want to fight against his fellow Quincies, at least for now).
I enjoyed the chapter.

Ichigo's mom a Quincy? That would be cool. I always thought that maybe Ichigo is part Vaizard and Shinigami. His mom being a Vaizard or maybe something entirely different, more along the lines of a demon or devil or something. IDK.
