Manga without powerups

All adventure manga needs the protagonist to gain more and more power. Are there manga/light novels where the protagonist simply has all the power he or she is ever going to have in the beginning of the story, and the rest of the story is about his or her usage of that power to overcome ever more problematic obstacles?

Noblesse is what you are looking for. (Starting is slow so bear with it and art is somewhat dull in the starting but it evolves highly after some time.)

To Aru Majutsu no Kinsho Mokuroku (Novel) im at about the 18th novel and it seems to fit
Gintama more of a comedic work but there are really well written serious arcs
ubel blatt if i remember correctly
iris zero powerless in terms of special abilities and such throughout
mugen no juunin fits from what i have read so far
kagetora
darker than black anime
transfer student storm bringer
bloody monday kind of
black lagoon doesn't really become more powerfull but more badass

Manga without power-ups, eh?

Gepetto (Manhwa) - An android brought into a world of conflict; trying understand its purpose...

Green Blood - A fearless hit-man, who lives in the olden days of New York.

Btooom! - If you think new weapons are upgrades then forget it.

Ranma 1/2 - A Guy turns into a Girl, but is a martial artist. Ranma starts out a beast fighter.

Angel Densetsu - A scary looking dude, who doesn't know he's scary and is kinda strong...

Elfen Lied - I recommend watching the anime first. The anime is what made me read the manga.

Battle Royale - Sorta like Btooom. No power-ups. Just strategies.

Black Cat - An over powerful assassin who just doesn't give a damn.

Solty Rei - An android lady helping a boy as his paid bodyguard. Bounty-Hunter kinda thing.

...I know I've read more, but that's all I can currently think of at the moment.

First off, it would have been nice to know which gengre you prefer. ^^" Aside from this Tenjou Tenge, Samurai Deeper Kyo and Variante may be worth a look, even if I can't say that much about them yet. ^^"
