I remember a quote from Halo by Halsey that the one thing that sets the Master Chief apart from the other spartans is luck. Though im looking for something more like Chirico from Armored Trooper, Pailsen sayin that he is statistically the one human with the luck to survive anything. Guns breaking down at the right moment he being executed by a bulet to the heart and it missing. Does not have to be serious action can be humoros to aslong as there is an emphasis on survival by luck. For example protagonist bending over to tie his shoe and a sniper misses him/her because of it.

Half prince the female lead has quite an amount of luck in the game, but it's probably not what you are looking for since it's not that important in the story.

anything the main lead accomplishes in transfer student storm bringer is pretty much do to good luck so as him bending down to reach a coin ect...

Yu Yu Hakusho and HunterxHunter. They can be quite a handful to muggles or the laughably unskilled but it doesn't change the fact that the only reason they're alive is due to incredible luck or because they're a source of entertainment.

Lucky Dog 1 Blast should be worth a look, since the main character goes by the nickname "Lucky Dog" and seems to get out of nearly any situation because of his incredible luck. ^^

Not an action series exactly but Akagi. The main character has amazing luck and seeks out other people with strong luck to test himself against in ridiculous (and usually extremely dangerous) gambling games (mostly versions of mahjong but you don't need to know the rules at all to follow what is happening at all).
