A short check on tvTropes tells us that what you might be looking for is Ghost Sweeper Mikami or Golden Boy. For a female version, take Kaoru from Zettai Karen Children.
And the greatest example would be Eikichi Onizuka, who appears in Great Teacher Onizuka, GTO Shonan 14 Days, Bad Company and Shonan Junai Gumi. Most awesome example of the type you're looking for.
