What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

I am looking for the name of a manga with a collection of one-shots.

One of the stories is about an uke who is captured by the enemy during a war and the seme is an officer in the enemy's army and the uke and the seme were childhood friends but the uke thinks the seme is a traitor but then it turns out that the seme is a spy.
