I'm looking for a manga with a female ruling king. who possesses real power (and not just a puppet) and this is king. not a wife of a king, and not mother of the king.

for example, Operation Liberate Men and Nishi no Yoki Majo

Actually a series of books;actual books The Twelve Kingdoms Youko is one in the making. She's not quite all powerful yet, but she's definitely heading in that direction.
