I agree with otaku_mel, it definitely looks like Tohjoh Asami, although it doesn't match anything I've read by her. It could just be a random piece of art.
From what I can read on it, that's the first issue of Hanaoto Gorgeous, a collection of oneshots. Cover art is by Asami Tohjoh. Her oneshot in that issue is Waru Amai Mitsu and is unrelated to the cover illustration, so it's likely that it's just a special picture.
