Actually, the Red King is disqualified by the little thing called the Incarnate system. As Nico is able to use it, she hardly qualifies to the requirement of "no small scale use (as in useless in a one-on-one fight or close quarters)."
Oh, and even without, she isn't "useless in a one-on-one fight", as shown when she was dueling with Crow. Nothing really too subtle and no avoiding collateral damage, but usable in 1-1 anyway.
@Badkarma. Your forgot the pistol that demonblaze0 mentioned.

Ah, you're right. I always forget about the Asspull system (let's call it what it is). Well, she is a King, I guess.
Right, she's not useless in a one-on-one fight in that form because she needn't worry about destroying every god-loving thing around her... but I already said that. She is, however, worthless at close-quarters in that form, to which the OP asks for someone "useless in a one-on-one fight or close quarters". She's not both, but she's certainly the latter. Enter the Asspull system.
Edit: No, I didn't. I was specifically referring to her fort form. I know she has that pistol, but any clown can wield a pistol and it's not really a spell or an ability. Wielding it well, however, is probably due to the Asspull system, which I did forget about. I'm only speculating of course, as I've not seen her fight with it, or even fire it outside of the time she delivered the "Judgement Blow". *shrugs*
Ugh, I know there's a character I'm forgetting that's large-scale only, personified, but I just... can't... remember... It's really annoying.

okay a little more explanation the character I'm looking for is generally useless in a one on one but not always because you can technically nuke one person
said character is actually unbeatable in one on one combat if they didn't care about innocent casualties or their surroundings
and I guess they could have normal or advanced physical ability as long as their power has no limiter
The Red King has large arsenal of varying long range weapons including weak weapons such as a pistol (which she claims is her strongest weapon but I'm guessing that means damage wise not destruction), so she doesn't fit
the character I'm looking for has but one weapon or power with the devastation of a small nuclear bomb

Vampire Juujikai, saddly he's very (very) strong in close/single combat, basicly the strongest in the world, so powerful infact, should he unleash his power it would cause Global Consequences and distrubences, (he never does use his power full power (ever)).
Tsurugi no Joou to Rakuin no Ko (Novel), closest I can find, basicly an individual who carries the "mark of the beast", he's not great, but not bad either, better then your average mercenary (since he's been one since he was very young).
But when the "Beast" within awakes everyone around him dies, be it one person or an entire city. Except one person (otherwise there wouldn't be any story would there^^).
His power as described is basicly "To eat/consume peoples Fate/Destiny of those around". And since you can't live without a Fate/Destiny (if you don't have one you're dead), therefor being within his vicinty when the beast awakes will unconditionally qaruante them to die by his hand.
The other person can see the future and her destiny is to die by his hand, so in order to live she needs him to consume her Fate which is to die by his hand which consecutently causes her to survive the "beasts" power, Fate is like a magnet and constantly returns to its original course, giving rise to a very unique relationship.

Hmm.. Just another side character, but doesn't the title character from Akira count? I don't remember any other physical manifestation of his powers other than going nuclear. Tetsuo was able to pull of all sorts of small scale shit, but don't remember if Akira ever did anything else.

I don't know but maybe Eucliwood from Kore wa Zombie Desu ka? can VAGUELY qualify. I only watched the anime though so I can't be sure, but when
Spoiler (mouse over to view) she said "die" to Kyoko she obliterate every life form in her direction (grass, etc.)

it's been a while since i read it (and just few chapters, wasn't in mood to that kind of manga that time), so I don't know if she learns to control her power... but there is this kind of "small nuclear bomb" scene....
