What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)

Looking for a certain romance manga

The plot goes something like this...

It takes place in a sci-fi world where the government issues out who is your best partner or something (by computer analysis?). This particular boy who isn't very well liked by his sister, receives that letter and eventually goes on to date his own sister, and I think they got married (>_> incest?). There's no H in the manga.
