From what you described I think Kurosagi: The Black Swindler fits what you are looking for.
I don't know how you feel about this but this series is not completely scanlated.

Sun-Ken Rock has something along those lines for sure.
Also Ratman to *some* degree, but the lines are definitely blurred.
Oh, also Superior and its sequel - very good, but it's more of a fantasy style hero/dark lord romance rather than opposite sides of the law, but it's fairly similar.

@GoldenKaos, thanks for reminding me of Superior's sequel. I read the first part, then left the second part to be fully scanlated and at one point I completely forgot about it.
As for Sun-Ken Rock and Ratman - I'm keeping track of these and they are very good indeed...

I think Liar game fits...only they don't stay on different sides for very long, only originally...and at the point im at its mainly a friendship bordering on romance....so not really lovers as such. Although im not sure if later it might devellop more.
