That's a really interesting prediction, I like it. However, what makes you think that Spoiler (mouse over to view) Rai must survive till the end in order to transfer his powers? Recall: Seira's dad and Gejutel's son  .
In fact, building on your idea, I think it far more likely that Spoiler (mouse over to view) Rai will die and pass his powers on to Shinwoo, who will then end the coming war between the Union and Lukedonia . 
Also, does anyone else find the Union completely stupid?  Spoiler (mouse over to view) "Oh, look, our 10th, 11th and 12th Elders have died. That's like nearly 25% of all our top forces. The enemies don't seem to have casualties yet. THEREFORE this obviously means it's time to declare war on the people who killed them, because we can totally win."
