I will try Gamble Fish and Code Breaker but I would be interested in any other suggestion.

I second Shin Angyo Onshi, but I don't think Eumenes fits in this thread. They're both good manga anyway.
I also think Jean from Gunslinger Girl should fit (he's the guy in the picture, volume 14 cover, in the case you're wondering). He's manipulative, analytic and charismatic for sure, but probably more unsympathetic than arrogant.
